Understanding multiple service rules
The Multiple Service Rules (MSR) engine calculates Medicare and Health Fund fee adjustments when an invoice contains items that trigger service rules. This includes diagnostic imaging rules and operation rules. HealthTrack applies these automatically during invoicing.
The MSR is a property that can be turned on or off in your HealthTrack system. If the Apply Rules button does not appear on your invoicing screen, call HealthTrack and they will assist you in setting up this feature.
How Multiple Service Rules Work
As you add items to an invoice, HealthTrack checks whether any Medicare or Health Fund rules apply to the combination of items. When rules are detected, the Apply Rules button on the invoice screen turns yellow.
You do not need to calculate the adjustments yourself. HealthTrack handles the rule logic and presents the adjusted fees for your review.
Review and Accept Rule Changes
- Add all billing items to the invoice as normal.
- When the Apply Rules button turns yellow, click it to open the rules screen.

You can also skip clicking Apply Rules and go straight to Issue or Save & Pay. The rules screen appears automatically before the invoice is finalised.
- The Invoice Rules – Confirm Rule Changes screen opens. Review the adjustments:

| Column | Description |
| Orig Fee / Orig Rebate / Orig Gap | The original fee, rebate, and gap before rules are applied. |
| New Fee / New Rebate / New Gap | The adjusted amounts after MSR calculations. Cells highlighted in green indicate values changed by rules. |
| Rules | The specific rule codes applied to each item (e.g. DI-B, DI-C for diagnostic imaging rules). |
- To see what a rule code means, click the information icon
ⓘnext to the rule in the Rules column.

- Click Accept to apply the adjusted fees to the invoice.
Other Options on the Rules Screen
| Button | What it does |
| Accept | Applies the calculated fee adjustments and returns to the invoice. |
| Cancel | Closes the rules screen without applying changes. If you cancel while issuing or paying, the rules are skipped for this invoice. |
| Don’t Apply Rules | Keeps the original fees entered on the invoice. No adjustments are made. |
| Manually Edit Fees | Makes the New Fee column editable so you can enter a custom fee for any item. |
Manually Edit Fees
- On the rules screen, click Manually Edit Fees. The button label changes to New Fees Now Editable.
- Click into the New Fee field for the item you want to change and enter the desired amount.
- Click Accept to apply your manual fees to the invoice.

If you cancel or close the rules screen after editing fees, your manual changes are discarded and the original fees remain on the invoice.
